This monster has friendly rune needs, as you can use almost any set on him, even a full broken if you want.
Most people rune him Violent, but it´s not a must, I suggest using Will and Shield, and maybe Fight, Enhance or any other 2/rune set that can boost him. Swift also works.
So the main point is getting the stats: You´ll need the best SPD, HP and Accuracy possible. Those said, rune him SPD/%HP/%HP with high Acc substats and only focus in %ATK/CrDam runes if you can get godly substats in the other areas.
Mind the second skill as it´s a perfect Perna/Theomars killer.

UPDATE: If you plan to use this monster in High level Arena or RTA, Swift runes are nearly a must. Extremely fast (and tanky) Okeanos are used to outspeed Velajuel and even Woosa and setting max cooldown on them before they can cast inmunity.
