Shaina, the Fire Chakram Dancer is a good damage based crowd control monster in Summoners War. Remember that if Chakram Dancer and Boomerang Warrior are in the same team, some of their skill will be buffed.
Let’s see how this work. Shaina’s first skill, Crescent Moon Slash, attacks the enemy target 2 times, dealing much more damage is the target’s HP is low. If any Boomerang Warrior is in team with Shaina, she will attack alongside with Boomerang Warrior. Also keep in mind that Boomerang Warriors have a similar first skill, that makes them attack alongside Chakram Dancers when they’re using the first skill.
So, it is good to have both Chakram Dancer and Boomerang Warriors on Revenge runes, and by doing this when one of the two (or both) will revenge proc, the other one will attack too, thanks to this unique feature on the first skill.
Shaina’s second skill is a two hit AoE stun that stuns with 30% with each attack. This skill is good to use in PvP especially in ToA and on Despair runes. This skill is also good in RTA, since stuns are very good in this particular game content.
The third skill has two aspects: first, it acts as a passive skill and will make Shaina break defense and decrease the enemy’s attack bar by 15% with each attack. Second, any Boomerang Warrior that is in team with Shaina, will decrease target’s attack bar by 15% when she and Shaina attack together.
Shaina is good to use in PvE and PvP. You can use her as a crowd control unit Dragon B10 and ToA. In ToA is very good to use thanks to her AoE stun plus her passive making also the enemy vulnerable thanks to her defense break and decrease of attack bar. She’s also good as a Faimon Hell farmer thanks to AoE skill.
In PvP use her in RTA, since she has a very good AoE stun plus defense break on second skill and a defense break on second skill.

SOME FEEDBACK YOU MAY WANT TO KNOW ABOUT CHAKRAMS AND BOOMERANGS
1.- Double attack it´s triggered with any skill. Even when it´s S1 the one that mentions that both units attack together, they do it with any skill use, so any time one of them uses any of their skills, the other will perform an attack too. This effect cannot be oblivioned or cancelled in any way, except stunning, freezing or sleeping one of them.
2.- Double attack is performed in speed order. So regardless of who is attacking, the faster of the two units will always attack first. This is very important because Boomerang warriors have a Def break debuff in S1, so they should always be faster than the Chakrams (except maybe for Shaina that also have a permanent Def break on all attacks).
3.- Revenge runes do NOT trigger the twin attack. So, if any of the units revenge, she will do it alone. Note that if one of the units (or both) has a passive skill shared, the effect is not always used, as some passives are only triggered when performing a double attack. So Revenge runes are not a must on these units, although they are still usefull like in any other monster.
4.- Violent runes are a must. At least in one of them, because every proc means two attacks, so believe me: Violent effect is really OP here. However, depending on the needs, one of the units can be runed all attack with Rage and the other fast Violent and also make a powerful combo.
5.- Passive skills are shared. So Booomerangs and Chakrams with passives share the skill effects, making them more powerful. Example: Using toghether Sabrina and Shaina will mean that Shaina will do more damage to enemies with no beneficial effects and will recibe less damage from enemies with beneficial efects. Meanwhile, Sabrina will get a 15% ATB reduction effect in every attack (but not when revenging).
your point 2 is wrong. who attacks first during the team attack has to do with animation speed, so for the team attack it doesn't matter who has faster runes.
Shaina is a very good attack monster with great CC utility due to the combination of her S2 and her passive. With every attack of S2 there is a fixed chance of AoE Def break, a 40% chance of AoE stun and a 15% AoE ATB reduction, additionally, any Boomerang will get the 15% ATB reduction bonus when attacking toghether. This skill is a great addition to any CC team and is useful both in PvE and PvP. Paired with a faster AoE stripper like Gemini, she can be deadly in PvP.
Also her leader Skill is very nice, and the fixed chance of Def break on every hit makes her a good option for Revenge runes.
