Rina (Water Epikion Priest) is a tanky monster used especially in Arena rush hours to prevent getting attacked.
Rush hour is the last hour or the last hours before the week of Arena ends and determines the rewards by rank a player will get.
Her utility for this purpose, is due to her passive skill where she cast a Shield for 2 turns everytime she receives a Critical Hit, and trust us she could be very annoying if runed with more than 40k HP.
If you want to make her OP rune your Rina with full Energy HP% and try to reach 100% resistance: this because she will resist very often to some annoying defense breaker like Theomars or Galleon and withouth being defense broken she is very hard to kill.
Water Epikion Priest could also be useful in PvE especially in Wind and Water Dungeons where you can set her as your primary defense with a team made of the opposite element (for example: in Water dungeons use a team with Wind monsters) so the AI of the enemies will get stuck attacking Rina as she has the weakest attribute, her shield and her healings capabilities will save her while the rest of your team will win the match.
Last but not least she is a good natural 3-star healer, if fully skilled up and speedy she can heal your team with a 3 turn cooldown skill.
However this could be good in the early stages of the game to mid game, later you may wanna focus on being able to do faster runs (and of course as safe as the ones with Rina).
If you want to get rid of a tanky water epikion priest with low level farmable monsters in Summoners War you can build Ramagos.
The main strategy is to give him more HP than Rina, so get him full HP, 5 star will work (try to reach 30k HP).
Once in the fight let your Wind Warbear lose enough HP and finish with a Clean Shot. This is possible because she has to build resistance so could have less HP than you can get with him.
In later game you can use some defense breaker plus some wind nuker, like Lagmaron, Katarina or Akhamamir.
You can also rely on Mo Long's third skill, if you're luky enough to have one and also use his second skill which provides debuff, useful for erase her shield.
Another strategy could be done by using monsters that deals damage by continous damage: a good combo is to use Water Homunculus in pair with some heavy fire dotters like Baretta or Rica. The fire monster applies 1-2 dots and Water Homunculus can add from 2 to 6 dots with his third skill: this will help you depleting Rina's shield once she gets a turn, leaving her without shield in your monster's turn.
There are two ways to nullify Rina's shield:
Put her in Oblivion state which prevents effects from passive skills to occur: there are some monsters that have oblivion state in their skillset, the most notable of which is Tesarion, the Fire Ifrit. You can get Tesarion by farming Guild Points.
Put her under Block beneficial effect debuff: this effect is much common than oblivion state debuff and you can easily get it by using Megan. A good team can be composed by Megan and Lushen(s): the first one provides block effect debuff, the latter deals a lot af damage, ignores defense and block heals.
These are the most common way to counter rina's passive skill, however if she is built tanky (with lots of HP and defense) alongside 100% resistance, she can be always a pain in the a**!
At high level in the rush hour stay away from her, if you don't seem confident in your damage output.
Another way to put her down is bomb combo using Seara and some other bomber like Liebli or Malaka: bombs ignore defense, do not crit and stun. Put some bomb with Liebli or Malaka, then apply Seara's Bomb and finally use Seara's third skill to detonate the bombs all toghether. Remind to build your monsters with high accuracy to overcome Rina's resistance.

Don't build her with too much speed, you rely on enemy's ability to crit on you, you don't want to deplete your own shield by getting turns over the enemy.
