Stella (Water Assassin) is a great attack monster in Summoners War.
Her third skill's number of hits scales up with Stella's speed (up to seven with at least 224 speed).
With skill set based on defense break (first skill weakening effect) and brand effect (second skill), Stella is often used in Dragon B10 to maximize damage output in speed teams alongside with other nukers like Theomars, Taor or Sigmarus attack buffers (Galleon, Colleen) and attack bar buffer (Verdehile).
Stella is very good also in Raid battle in backline as nuker with defense break, brand effect and attack bar reducer.
Stella is used many times also in some of the Raid Dungeons as Water nuker to maximize damage thanks to her brand effect.

Got her a couple of weeks ago, from an event Legendary Scroll. From what I´ve seen, she can be a real agressive single target nuker, a top tier one, but this Assassin has two flaws, one is that she must be full skilled to shine, and that may take a los of devilmons to invest in her. The second, and this one is a real pain, is that she needs end-game runes to full develop her potentil as she must have at the same time very high Speed, Critical Rate and Attack. So the ideal set will be Swift/Blade ATK/CrDam/ATK. The point is that is very difficult to get this unit near to 200SPD without using SPD on slot 2. Another way to get the stats might be going Fatal or Rage and then using SPD on slot2.
By the moment im leveling her skills and my built is Swift/Blade SPD/CrDam/ATK, but next RR I will try to improve her as I´m already using in PvE and she´s performing really good.
I´ll be glad to know if any of you have this killer and can give me some feedback.
Long story short - if you want her to get her s3 cap by herself, rune her for spd, but if you pair her with a mon that provides spd buff, it will drastically lower her rune requirements for spd, and you can prioritize dmg.
Well, even when mine is not yet full skilled I think I have enough feedback to write about her. She is an awesome nuker when properly runed, and one of the most (if not the most) powerful PvE units that I have. She have lowered my GB10 and DB10 times by nearly 30 seconds each, indeed, I have started to get fast times in both dungeons since I got her. Also tested in PvP, her use is very specific, but with any other unit getting a Def Break debuff, she can one shot ANY fire unit even the strongest Rakans.
As the Speed cap for the S3 7th attack is 224, you must do some calculus to get it. In example, if you´re using a "standard" 19% speed leader like Baretta or Tyron, you will need a +103 Speed Stella as the leader bonus will add only 19 points (19% of the base speed) so the final speed will be 102 (base) + 19 (leader bonus) + 103 (runes) = 224. If the leader is a 24% one like Seara, Khmun or Chiwu, +98 speed points are needed and +89 points for a +33% speed leader like Vanessa. Also remember that speed buffers (Eshir, Chilling, Adrian, Bernard, etc) also help to get this numbers, so using a speed buffer like Bernard can be a good idea with Stella.
Now, talking about her uses, She realy shines in Dungeons and Raids. In Giants and Dragons she is a top tier damage dealer with branding, def break and a massive 3rd skill attack. She is not that good in Necro as the speed cap will nullify part of her potential, but still can get good results there. For the elemental beasts, you can use her in Fire, Dark and maybe water, and finally she can be a good Raid DPS as long as you can get some decent HP substats on her cause if not she´s just too squishy to properly do R5.
As said before, Stella can be succesfully used in PvP combats given the right circumstances. Bear in mind that shes too weak to stand some turns facing a good wind unit, so use her only when she can´t be targeted by the enemy or when she can be under protection. One GW tactic should be building a very fast Stella and a Chloe just 1 point slower. Then you can use a unit like Orion to def break the enemy, Stella for a fast kill and Chloe to grant you a second turn. If in the second turn Orion uses def break again with his second skill, a good Stella should be able to kill or badly damage one of the reamining enemies using her Death Veredict.

Remember when you count the speed of your monster, use tribe totem.
For example: For Dragon 10
8 lvl spd Totem = + 12% spd
Verde Lead = + 28% speed = +40% spd increase
Stella 102 base spd = +40 speed
And (according to wiki) this is the number of hits of her 3rd skills:
Is Great Nuker but you must her Really but REALLY fast.
but you need some attack too.
So "ideal" is have her on swift with 2/6 attack. and 4 have on crit dmg
on my opinion. its not perfect but some kills you get.
