Very nice unit to have, but far from being a game changer (IMO between all the Occult Girls only Anavel is a top tier unit). After the v3.5.4 buff, his utility has increased as she has gained debuffs and a very important increase in the S3 ATB reduction.
Concerning runes, the problem with Charlotte is that we have "too many" options to build her and we must choose one. The three main builds of this wind Occult Girl are:
-YOLO FIGHTER: use an All-attack set Fatal or Rage ATK/CrDam/ATK and get a unit that can protect her before she gets her turn (i.e. Chloe). This build work wonders as long as you make sure she can properly attack, as she will be both slow and squishy.
-CROWD CONTROL: obviously, rune her Despair ATK/CrDam/ATK or even better SPD/CrDam/ATK. The 3rd skill can work wonders here, specially if the enemy is not using inmunity. This is the best PvE build.
-UTILITY DEBUFFER: go Violent SPD/CrDam/ATK. This is the build I use and althroug she´s not as deadly as with Fatal or Rage, when she procs and can perform 2 AoE attacks in a row she can be the MVP of the battle. This is the most funny way to use her as the battle can change every time she procs and you can get extra debuffs or stuns for free.
Now, as a general review, Charlotte is a nice attacker full of AoE debuffs and with a built in extra turn in the first skill. The only reason why she is not a game changer is because the activation percentages of the debuffs and ATB reduction are not very high ones. She gets a 30% chance of extra turn with the S1, 60% debuff chance in S2 and 50% in S3, all of them modified by Accuracy and enemy Resistance.
She´s however a very fun to use monster and as long as she has a good healer/reviver with her, she can be a real pain for any water team.
Review Update: Tested this unit in TOAH this month and I´m surprised with the outstanding results. Shés so good that has replaced Aria in my standard TOAH team. The best point is that with S3 she can "steal" a whole turn from all enemies giving the team time enough to use more CC, defuffs and nuking. Also when she procs and you can use S3 and S2 in the same turn, it´s a fucking joke: nearly all enemies stunned and with the attack bar set to zero.
I´ve also been using her in GW and Arena. Her use is specific, she not an "all terrain" unit, but can easily be MVP when given the right circumstances. To be honest, I really lack a good stripper to use with her, and thats a pity cause with an AoE stripper Charlotte can be a real pain in the ass.
Overall she´s much better unit than I thought. One easy tactic in some GW (very situational) is to bring Bernard, Charlotte and Lushen. Bernard boosts ATB, Charlotte uses S3, Lushen uses S3, battle won XD.
Charlotte is VERY useful. She was my first 5 star, and she dominated all the battles. She decreases attack bar and attack speed, and after wards, increases all allies’ attack bar by 25%! Put her on Despair Focus, and she kills the competition! She stuns like crazy! This unit is the best!
