Despite the difficulty to remember and pronunce his name, this is a top 4* nuker with great utility.
I´ve long waited to pull him, and I 6* him as soon as i could. Now I´m using him mainly in Siege and Arena, but he´s also an awesome Aiden and Runar farmer, and can be a great nuker in the water beast rift.
The skillset of this barbarian is very nice, his S3 is a "state of the art" one as he can deal high AoE damage, buff speed on all allies and get a very usefull auto-heal when on cooldown. Then S2 can place the rare brand debuff on an enemy as well as deal a huge amount of damage, auto-boosting the attack bar. S1 is also powerfull in damage and gives a couple of dots, so overall this is one of the best wind attackers of the whole game. Note that both S2 and S3 have "ridiculous" cooldowns when max skilled, specially the 2-turn cooldown of S2 that can really deal insane damage.
Hraesvelg is not difficult to rune, you only have to choose between Fatal/Rage or Despair, and then decide if rune#2 is going to be SPD or %ATK. Runes #4 and #6 must be CrDam and %ATK, and you must get decent CrRate and Accuracy too to enjoy a wind nuker full of utility in both PvP and PvE content.
You kind of have the right idea about this monster, but there are a few points that were either wrong or exaggerated. Let me start off by saying my opinion and description of him will be aimed at end game builds and use, so keep that in mind.
The wind barbaric king is mainly a SUPPORT unit who also offers respectable damage. He is not a nuker, nor should he be used as one. If you compare him to true nuke units, you will see the difference. His goal in a team is to provide the buffs and debuffs first and foremost while offering respectable damage (more than your previous support only unit) to speed up your PvE run times.
The amount of times you use "Powerful" "Nuke" "High AoE damage" will mislead people into thinking he does this crazy amount of damage, when in reality he does not. Look at his damage multipliers and compare them to real nukers if you don't believe me. He is a support unit first and foremost. His job is to provide the Brand debuff, boost attack damage and speed of allies, and provide DoTs from his first skill. When built correctly, he can provide a respectable amount of damage for the amount of support he brings his team.
Now, for his build. Do -NOT- build him primarily for damage. If you go SPD/CD/Attack, then his sub stats should mainly focus on HP and Speed, while secondary focus on Crit rate and attack. Perfect slot one rune would be HP/Speed/Crit Rate/Attack, with your upgrade rolls going into HP and Speed. With Grindstones you can make your Attack substats nice without having any upgrade rolls going into them.
Anyways, rant over. Sorry if I targeted you, but the majority of your post seemed pretty misleading and it didn't offer any advice on how to get the most out of this unit.

Rune choices for the Wind Barbaric King is pretty vast. Many different rune combinations can work with him, making him a tad easier to rune due to his high stat requirements. If you're an early game player, I highly suggest you focus on runes that fill in the stat gaps you may have.
End game I would choose Vampire/Focus. 20k+ HP, 60+ Crit rate, 150 Crit damage, Attack 1700, Speed 180+, Accuracy 45%. The Vampire runes, combined with your 3rd skill, will keep you sustained due to having a bruiser build. Grindstones will help you easily reach these numbers. This build is excellent in PvE such as GB10, Wind Rift Beast, Water Rift Beast, Light Rift Beast. You can also use him backline in Raid 5, however you will need to lower his damage alittle to fit in Defense percentage into his substats.
Althoug all your comments are right, I must say that I wrote my "review" right after pulling him, with only a few experience in battle with Hraesvelg. However, I still have him runed "All Attack" and I still insist in his nuking habilities, because even when multipliers are not insane, cooldowns are so short that he can hit very fast (specially S2 with 2 turn cooldown and 50% ATB boost) and deal very important damage in ashort time.
I know many people using Hraesvelg as a support monster, as you state, but for my experience, I prefer him as a damage dealer rather than a pure support.

Thanks to him, I was able to improve my gb10 record... before was 2:00, now 1:35... i know i'm still noob, but farming is the only way to grow up..
I followed the azzael43 advice and built him swift/blade spd/DC/atk and it is wonderful...
